Committees

Full Council

Comprises twenty members of the Council who will meet as a committee on a monthly basis. The Committee deals with matters such as setting the precept and approval of the Council’s budget, approval of the annual accounts, making, amending or revoking of Standing Orders, Financial Regulations and this Scheme of Delegation, adoption or revision of the Council’s Code of Conduct, matters of principle or policy and the making, amending or revoking of byelaws.

The Planning, Development and Transport Committee

Comprises nine members of the Council who will meet as a committee often enough to provide an effective response to planning applications or at least monthly as required. The Committee deals with matters such as commenting on planning applications received from the local planning authority, commenting on behalf of the Council on Local Plans, Structure Plans, Mineral Plans, Waste Plans, Regional Plans and any other Plan or Studies as considered appropriate, including routine transport issues, commenting on Licensing matters received from the local licensing authority and commenting on Highway Improvement and Traffic Survey requests as required. The Committee will also consider Street naming when requested, to make recommendations regarding waiting restrictions within the Town, Neighbourhood Development Plan updates and any other matter which may be delegated to it by the Full Council from time to time.

The Finance and Governance Committee

Comprises nine members of the Council who will meet as a committee at least 4 times per year and deals with all matters relating to Finance, Internal Audit, Capital and Revenue Budget, Health and Safety, Corporate Governance and Risk Management, Leases and Licences and Democratic Representation.

The Community Services Committee

Comprises nine members of the Council who will meet as a committee at least 4 times per year and deals with all matters relating to Business Services, Community Services, Environmental Services, Environmental Action Plan, Markets, Council Event and the Mayoral role.

The Personnel Sub-Committee

Comprises five members of the Council who will meet as a Sub-Committee as   required but at least once per year and deals with all matters relating to Employment Policies.

The Grants Sub-Committee

Comprises seven members of the Council who will meet as a Sub-Committee as often as is required to administer the Council’s Grants programme.
